THIRD ANNIVERSARY OF ARTICLE 370 ABROGATION AND ARTICLE 35 A






August 5 marks
three years of abrogation of Article 370 and 35 A that gave J&K its special status and mandate to define its domicile rules.

    In August 2019, the President of India promulgated the Constitution (Application to Jammu and Kashmir) Order, 2019 which stated that provisions of the Indian Constitution were applicable in the State.
  • This effectively meant that all the provisions that formed the basis of a separate Constitution for Jammu and Kashmir stand abrogated. With this, Article 35A was scrapped automatically.
Parliament passed the J&K Reorganisation Act, 2019 which provides for the reorganisation of J&K into two Union Territory (UTs) namely J&K (with legislature) and Ladakh (without legislature).
Initiatives were taken for J&K

  • Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) Social Endeavour for Health and Telemedicine (SEHAT) scheme to ensure Universal Health Coverage and provide financial risk protection to all individuals and communities.
  • Special Package worth Rs. 520 crore UT of J&K and Ladakh Under Deendayal Antodaya Yojana - National Rural Livelihoods Mission.
  • Pradhan Mantri Gram Sadak Yojana (PMGSY) to connect remote areas of the valley.

  • Replacing Ranbir Penal Code (the separate penal code for J&K) with the Indian Penal Code.
  • 600 % decline in law-and-order incidents in 3 years.
